 JOB TITLE: Project Manager for 3 years time frame, starting January 2nd.
 BWF PURPOSE: To work with others to find lasting solutions to poverty and suffering.

TEAM PURPOSE:

• Coach, mentor, motivate and supervise project team members, mainly Project Coordinator.
• Liaise with the project Coordinator to assure the overall direction and integrity of the project.
• To upgrade the skills of women entrepreneurs on a group and individual level in marginalized areas in Palestine territory as to learn how to be managers for a business, how to be more skilled in the process of managing, sustaining marketing their business as individuals and cooperatives.
• To create the mentality of the business actors as women owned businesses, and women entrepreneurs working in cooperatives in order to have more revenues from higher sales.

JOB PURPOSE:
To plan, execute, and finalize project according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members or consultants in order to deliver projects according to plan. The project Manager will be responsible of carrying out all the necessary decision-making to ensure effective and efficient delivery of the project objectives.

Staff reporting to this post: Field Coordinator
 DIMENSIONS:

1. Support development and implementation of BWF’s  programme, policies and strategies, particularly in terms of empowering women owned businesses, allocating more entrepreneurs and advocating for better economic sphere
2. Support to strategic linking between Business Development Center and BWF long term strategies and how they should be integrated and be complementary.
3. Provide professional technical advice to the Programme team, specifically in the areas of women-only enterprise development and marketing training.
4. Contribute to networking with partners and other key stakeholders at national level.
 KEY RESPONSIBILITIES:

Project Management:

Responsible for the oversight and management of assigned programme development and implementation and relations with local partners.  This will include:  


• Ensuring high levels of participation of beneficiaries,
• Routine monitoring and evaluation of all stages of the project.
• Providing capacity-building support to project team,
• Ensuring adequate reporting in line with BWF and donor documentation and learning requirements and the requirements of donors,
• conducting donor quarterly reports, reviewing team reports,  and giving feedback and support to team  to achieve adequate quality,  
• Supervise and facilitate the day-to-day functioning of the Project Team.
• Manage the financial resources for achieving results in line with the outputs and activities outlined in the project document and annual work plan.
• Identify and obtain any support and advice required for the management, planning and control of the project.
• Lead the development of project concepts and document to assist in the fund raising efforts for new initiatives.
• Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
• Develop communications tools such as website input, project presentations etc…related to the project
• Enhance media coverage and public relations of the project.

Project Monitoring and Evaluation:

1. Manage risks, issues and problems and ensure implementation of corrective actions is taken as results of M&E findings.
2. Prepare final project report and process all other requirements for the project auditing, and final evaluation and closure of the project as per Oxfam GB/EU standard procedures.
3. Review incoming operational and financial reports in terms of completeness and formal correctness.
4. Consulting regularly with BWF Executive Director, to review issues arising and progress towards specified project or programme outcomes.
5. Liaising with administrative staff, and meet the requirements of BWF administrative and financial reporting procedures.
6. Supporting the implementation of BWF strategic planning.

Procurement and Contract Management:

1. Ensure projects compliance with Oxfam GB/EU rules and regulations in the field and management of procurement processes including contractors and supplier selection and evaluation, quality management and performance measurement, in liaison with Oxfam GB/EU procurement unit.
2. Liaise with any suppliers and management of contracts and legal implications in accordance with Oxfam GB/EU rules and regulations.
3. Mobilize goods and services to initiative activities, including drafting TORs and work specifications.
4. Manage requests for the provision of financial resources by the donor.
5. Monitor financial resources and accounting to ensure accuracy and reliability of financial reports.
6. The post holder may from time to time be delegated other responsibilities.
 SKILLS AND COMPETENCE:
• 5 years of professional experience in a related field- essential.
• In-depth understanding and experience of business development and entrepreneurship in Palestine- essential.
• BA degree in business administration or related field. Master degree  is preferable
• Excellent communication skills, leadership skills and a team player.
• Utilization of Microsoft Office mainly Word, and Excel.
• Work under pressure. And for  long hours
• Writing reports skills.
• Consultancy, mentoring and training background desired
• Good resource (people/finance/assets) management skills for specific projects/themes.
• A good depth of appropriate technical skills, policy knowledge or subject specialist and experience of program issues
• Proven decision making capability
• Can effectively influence outside own team and successfully represent specific program or specific issues.
• Contributing to strategic development at a wider level within the program.
• Good organisational awareness.
• Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards.
• Takes responsibility for own work and delegated project/processes (including some leadership).
• Anticipates problems and regularly provides solutions.
• Successfully manages conflicting priorities.
• Proactively assumes more responsibility and/or more difficult areas of work in agreement with Executive Director.
• Excellent written and spoken English and Arabic.
• Ability to mobilize between villages all over West Bank


Desirable:

• Valid driving license is desirable
